Parody of Walt Disney. His two closest associates are his com-panda, Li-Li, and Mandalay. He contacts Dr. Venture to give him his father's notes in order to clone him. His frightening appearance is due to the fact he suffered a massive stroke after being trapped underneath a giant robot of Abraham Lincoln for several hours.
In a flash back, we see that Rusty was a test subject for some Brisby amusement park rides. Perhaps this is what makes him rather apprehensive towards having a good time?

Brisby's first name, Roy, is most likely a reference to Walt Disney's nephew Roy E. Disney, a former senior Disney executive who co-engineered the ouster of longtime Disney CEO Michael Eisner in 2005.
