The Council of 13 is a group made up of the most senior members of the Guild of Calamitous Intent. They function as a deciding body and court system for the Guild.
They are first seen, merely as silhouettes, interviewing the Monarch and Dr. Girlfriend for the former's re-introduction to the Guild[Ep Ref 1]. The only members to ever have their full images and identities revealed were Red Mantle and Dragoon[Ep Ref 2], the two oldest living members of The Guild.
[edit] Chamber Sub Rosa
The Chamber Sub Rosa is the hub room in which the Council decide the fates of member villains. It is revealed that each council member is kept in a separate room, presumably to protect them, but this goes terribly wrong when Phantom Limb breaks and attacks Councilmen 8 and 3 . The other council members are unsure of where the other members are, or if they're even in the same building, so are powerless to help.
