One of the more familiar representatives of The Fluttering Horde, Hechman #21 along with #24 give a glimpse into life inside the Cocoon. Much is revealed in their tell-all book The Flight of The Monarch , an embellished version of the Monarch's life.
Kidnapped by the horde at age 15 on an eighth grade trip to Washington, #21, the shorter and stockier of the duo, aspires to grow a pony tail. When The Fluttering Horde disassembles after The Monarch is thrown in jail, 21 goes back home, grows his pony tail, and runs The Atomic Comic Collection Connection. In Fallen Arches #21 shows #24 a homemade "Worldwide Arching License" which lists his name as "Jake Cutter". Upon reading the license #24 notes that #21's listed height and weight are somewhat inaccurate, so "Jake Cutter" may be an alias.
When not actively doing the Monarch's will #21 and #24 spent their free time debating many of the world's pressing issues including the taxonomic classification of Smurfs and the outcome of fist fights between alleged axe murderers and adolescent holocaust victims. He enjoys camp sing-a-longs and his new red parka.
He knows nothing about any of the gadgets that he carries, such as night vision goggles, working wings that can actually make him fly, or the fact the only weapon he carries is a tranquillizer gun (thinking it is a real shot-gun). This is a source of personal frustration and he constantly blames others for not telling him these things.

[edit] The Fluttering Horde's Assassin
21 was inadvertently responsible for a death of Dean and Hank Venture. He was trying to get hair out of his face while asking for directions to a gun store and a hair salon while literally riding on the stick shift. #21 has never shown remorse for accidentally assassinating the Venture Brothers (which was his mission anyway - that's why they were going to the gun store) which makes him ruthless as well as winged and accident prone.

[edit] The Orchard Street Wolf Pack
After the closing incidents of the Season 3 finale, Henchman #21 re-emerges as a new man in the Season 4 opener Blood of the Father, Heart of Steel as the leader of the Orchard Street Wolf Pack, apparently a rag-tag group of LARPers wearing home-made costumes and weapons shaped from foam. In an out-of-order sequence, Henchman #21 approaches Dr. Venture to clone the remains of Henchman #24 "to raise as my own", paying for the service with a rare copy of Marvel Comics #1, which Dr. Venture refuses to accept as being of any value, and thus passes it on to Hank Venture, where it's eventually rendered worthless. Later Henchman #21 returns to the Venture compound with his new group in the hijacked X-1, noticeably defaced by The Fluttering Horde sometime in the past. The dialogue indicates that the cloning operation failed, and that Henchman #21 refuses to discuss it with Dr. Venture any further, instead seeking out the assistance of Dr. Orpheus to revive him from the dead, only to find that Dr. Orpheus is unable to assist him.

The loss of his friend 24 affected Gary greatly. He spent the six months training with The Orchard Street Wolf Pack in order to never let one of his friends get killed again. This has made him the most efficient of all The Monarch's henchmen and he eventually earned the official rank of Henchman #01, but he refused to change his number. He became a legendary figure among fellow members of The Fluttering Horde, who refer to him as General "2-Ton" Twenty-One (or simply "General 21"). He has earned the respect of The Monarch, Dr. Mrs. The Monarch, and even the The Pupae Twins (along with the respect of Brock Samson in Pinstripes & Poltergeists). He also appears to have developed a rivalry with current Venture bodyguard, Sergeant Hatred.
[edit] 24: Skull and Ghost
What is worrying however is that 21 is still attached to the skull of his departed friend, which he keeps in his room. Gary seems to be hiding something about #24's remains based on his reaction to The Monarch saying he thought he heard another voice coming from the room a little before he entered it in Self-Medication.
In Pinstripes & Poltergeists we learn more of the relationship between the living and the dead. Gary still has conversations with 24 about the afterlife and 24 shares advice and wisdom in return. It is not made any clearer whether 24 is an actual ghostly manifestation or just a hallucination. Some of 21's advantages in battle were apparently credited to the ghost of 24 warning him of any nearby danger. When 24 suggested the possibility this could also be 21 rationalizing his increased intuitiveness and awareness 21 refused to believe him stating "You're real!".

21 (or Gary to his mom) runs the Atomic Comic Collection Connection from his mom's house when he's not henching
- Gary's training was so efficient that he can now hold his own against Brock Sampson.
- 21 has gained a legendary reputation among members of The Fluttering Horde, The Guild of Calamitous Intent, and possibly the villainous community. Members of The Fluttering Horde hold him in the same regard as members of the OSI hold Brock Samson.
- A nickname the lower ranking henchmen call him behind his back is "2-ton Twenty-One" (a testament to his legendary status among members of The Fluttering Horde).
- He is "General 21" among the other henchmen.
- He painted a memorial mural on the side of Dr. Venture's X-1 jet to honor his friend Henchman 24.
- He currently performs the role equivalent of a No. 1 or No. 2 within The Fluttering Horde, which is interesting given the fact his original number is 21.
- He is on friendly terms with his boss, The Monarch due to his loyality and his help in transforming The Fluttering Horde into a competant and affective organization.
